The time has come for America to confront the reality that space has been weaponized by our adversaries. For the entire prior history of space, it has been a peaceful environment for research, enabling commerce on earth, and providing the ultimate high ground that denies tyrants the luxury of concealment, the advantage of surprise, and the easy establishment of a simple numerical measure of parity on the battlefield. All of this has changed. China and Russia have carefully studied how the United States is uniquely advantaged by, and dependent upon, space. For the last twenty years, they have invested heavily in developing anti-satellite weapons, deployed them here on earth, and now on orbit.
